Mutton with fragrant rice

Ingredients
- 2 lbs goat meat
- 2.5 cup rice, rinsed and soaked for 30 minutes
- 2 tomatoes, finely chopped
- 1 ½ onion, finely chopped
- 3-4 potatoes cubed
- 1 tbsp ginger-garlic, minced
- 2 medium green chili peppers
- 1 tsp red chili powder
- 1 tsp paprika
- 1 tsp turmeric
- 2 tsp cumin/coriander powder
- 1 stick of cinnamon
- 1 tsp rai (black mustard seeds)
- 3-4 cloves
- 1 star anise
- 6-8 black peppercorns
- 2-3 green cardamom
- 2 black cardamom
- ½ tsp cumin seeds
- 2-3 bay leaves
- 1 bunch of cilantro
- 3 cups water
- 2 tbsp oil
RECIPE
- In a bowl, soak the goat pieces in vinegar and salt for 10 minutes. Rinse thoroughly and set aside.
- In the Instant Pot, heat the oil and add the diced onion. Keep stirring until soft and translucent.
- Add whole red chilies, cloves, bay leaves, cumin seeds, cardamom, big cardamom, and cinnamon.
- Add the meat and keep stirring until it changes color (about 2-3 minutes). Add in ginger and garlic, and stir for a few minutes.
- Add tomatoes, red chili powder, turmeric, cumin/coriander powder, half portion of cilantro, and salt.
- Add in 3 cups of warm water.
- Cover and pressure cook for 25 minutes.
- Release the pressure, add the potatoes, lemon juice, and green chili peppers, and pressure-cook for another 5 minutes.
- Stir in rice and remaining cilantro. Add salt if needed.
- Cover and cook on the rice setting in the Instant Pot or separately in another pot.
